The Skies of Velaris
The Independent Republic of Torvec is a small country among the Floating Isles. Politically, the government of Torvec is committed to neutrality with other nations. This, in combination with its laissez-faire approach to the markets, makes Torvec – and specifically it’s largest city, Dregsim – a popular destination for less reputable kinds, including smugglers, pirates, and mercenaries. Though this would seem to make Torvec a very dangerous nation, the various underworld factions taking up residence there ensure that a strict code of conduct is enforced, with complex rules governing turf, inter-organizational dealings, and market dynamics. This maintains a sense of a balance of power within the country, and the dons and captains know that if it is upset, it could destroy lucrative markets for all of them. Though the scene is largely self-governed, the Torvecci government will occasionally step in to quell any violence occurring in “the Dregs”. Such outside intervention is detested by “dreggers”, and they attempt to prevent it by maintaining an agreement of non-violence, though this code is complicated by the dreggers’ sense of honor, reputation, and ethics.
Demographically, Torvec is fairly evenly split between most of the major sentient races of Velaris. In addition, it has a notable minority of monstrous humanoids and even a smattering of extraplanar races drawn to the Torvecci markets for exotic (and often illegal) goods. With a large migrant population, there are no regions in Torvec that are strongly defined racially. The government is peopled heavily by halflings and dragonborn, and is notable for being the only Velarian governmental body with an official of half-orc descent, the Minister of Markets and Trade Prazza Rockskin.
