The Skies of Velaris
Semba’al, also known as the City of Spires, is the capital city and largest population center in the Empire of Petrassa. The city is home to an extremely eclectic population, including members of nearly every civilized race in Velaris. Some of these are organized into ethnic neighborhoods, while larger minority populations are able to live successfully throughout Semba’al.
The city is extremely prosperous, being the recipient of the bulk of the resources sent back from Petrassa’s imperial holdings. As such, there is a thriving local economy of artisans to refine the raw materials coming from the outer islands into more usable goods. In particular, Semba’ali artisans are well-known for their stonework and architecture. The Semba’ali style of architecture is known for its heavy use of domes and spires, which give the city its nickname.
The city council is criticized for a very uneven distribution of wealth and public resources throughout Semba’al. While some of the city, particularly the northern and central sections, boast high property values and low crime, other districts such as the west and south are less fortunate. In these parts of the city, law enforcement is generally lax, and much of the law and order is actually kept through crime lords out of a concern for stable business conditions. Many attribute this wealth divide to underlying racial tensions. The west end of Semba’al is predominantly populated by halflings, while the south side contains large dragonborn and half-orc communities. Critics claim that the Semba’ali council and Petrassan government, which are made up mostly of humans, tend to disregard the needs of these other races in favor of reinvesting resources in further imperial expansion. Government officials claim that any appearance of racism is purely coincidental.
